Just ran 30 bounties and I saved the chests to open when I finished. I got the same 6 legendaries in just about every chest. Would it make a difference if I only opened up a few, then changed game to open more?, or are they determined from the time you receive them?
Each act’s Bounty caches have a very limited loot pool to pick from…

When there is such a limited pool to pick from, it’s unsurprising you’ll get duplicates when opening lots of caches. Also note that caches from Act IV can contain loot from the pools of the other acts.

The caches have same pool of legs, & most are auto salvage. They also ONLY drop from cache, which include some better ones like RRoG (Act 1 & 4) & A.band (act 3 & 4)
