I’ve bought the pre-order of D2 Resurrected in PC and linked my bnet account with PS4 through My Account > Connections. Does this allows me to download D2 for free in PS4 or do I have to buy D2 again for every platform?

If the game shows in your PS account/library as owned, then yes.
If not, then you have to buy it for that platform as well.
