The prime evils are (Diablo, Baal and Mephisto) and are the “most powerful demon lords” you are referring to.
The ones that were battling for dominance are mostly the ones we encounter in D3 Azmodan, Belial and before the events of D2 there was also Duriel and Andariel.
These four are called the lesser evils which are weaker than the prime evils but strong enough to be leaders in hell.

Adria’s writing refers only to the prime evils. The only lesser evils who were trapped in sanctuary prior to Diablo 3 are Andarial and Duriel, and the two of them are nowhere near the prime evil’s strength. The prime evils are the strongest demons to walk creation, this is mentioned and implied several times throughout the games and lore.

Nothing has been mentioned to imply that the lesser evils are stronger than the prime evils.
True in book of Tyrael we see : The prime evils are their superiorsň
But it means not that they are stronger
