Hello, qick question here. Can I boost my DPS with equipping this item and using curses? Are the curses included as a “control imparing effects”?

Not all curses have control-impairing effects.
I think only Decrepify slow/stun mobs.
Read the monster resistance section in the game guide for more explanation about control impairing effects.
Like maskraider said, not all.
But actually the gem itself at level 25 makes a control impairing effect in a small radius around you.
