The Bag of Fortune only drops Emeralds for my Witchdocter. My character is Paragon 800 and I have not been able to get all needed Topaz. The chests and elites drop them extremely rarely. So far I have 19 top Emeralds from the Bag of Fortune. No other type.

Also, this is not a bug. The emerald is for inserting into weapon.

Hey, Squirt act 2, buy topaz essence, use excess emeralds and convert them to topaz, done…

Tip: Take 9 Flawless Royal Emeralds (from the Bag of Fortunes) and buy an Essence of Topaz from Squirt in Act II. Take them to Kanai’s Cube. (You do not have to open the Recipe Book to select a Recipe). Put the Essence of Topaz and the 9 Flawless Royal Emeralds into the Cube and click Transmute.
Voila… 9 Flawless Royal Topaz!
