So I just hit 70. I went to New Tristram looking for the alter. It’s not there. Did some googling and found different responses on how to unlock. One was a horrid list of things you must do in no particular order. The other just says finish ACT 1, another said just going to act 1 will unlock it.
I’m so confused. Anybody can link me to a good guide on how to unlock it would greatly be appreciated.

The Altar is only available on season and adventure mode.

I changed to adventure mode and it’s still not there.
Did you create a Seasonal Hero?
When you play on season AND adventure mode

i have the same problem season 29 in adventure mode and no alter
The altar of rites was the S28 season theme.
The altar is no longer in the game, at least for the moment.
The Altar will return to S30
