Title says it all really. If it’s the old method it may as well not even be a feature, and, frankly, it should also probably be altered on Ladder as well, since the original version only existed the way it did because of rampant duping.

This is all we know so far. The exact mechanics on bnet are still unknown. (Is it world wide, is it region based, is it server, IP or IP range based, etc.)
