Who picked the members how did they come up with 5 members and must Malthael now be replaced?

Considering it was partially the Crystal Arch that appointed Tyrael as the aspect of Wisdom (replacing Malthael’s role as Wisdom), I’m guessing the Crystal Arch chooses angels (or likely Archangels) whose light and essence closely resembles Anu’s virtues and have them serve as needed.
I read somewhere years back that the Arch will spit a new one out at some point. But after eons, it will be weird having a new Angel of…Justice? He won’t have any memories…
Yes, when an angel dies. In due time the Crystal Arch will birth a new angel with essence and light similar to the dead angel, to serve as said angel’s replacement. While the newly born angel may share similar essence with the previous angel, they aren’t the same individuals, at least in terms of personality and/or appearance. Also, it could take anywhere from months to years for a new replacement to be born.
Now in the case of Tyrael and Malthael, there likely won’t be a new Archangel of Justice, until Tyrael actually dies, as even though Tyrael had taken up the Aspect of Wisdom, he is still the embodiment of Justice and the position of Aspect of Wisdom was a temporary one that was taken due to Malthael’s absence in the first place.
Now with Malthael’s death, a new angel of Wisdom should eventually be born in due time, at least assuming that Malthael’s essence hadn’t been tainted wholly by his action of destroying the Black Soulstone and absorbing the great evils essence within himself.
Now if an angel had been corrupted by demonic means, then they’re no longer replaced by the Crystal Arch, and instead respawn from within Hell, as seen with Izual.
