If I am in the American network of Diablo 3 then why is the signal going overseas to Norway?
It is because Blizzard reused some IP addresses, which might be registered in Europe (or somewhere else). What you can lookup is their original registeration addresses, not their current locations.

This is correct. Searching IP Addresses will show the registered location not the actual server location. If you do have concerns with the connection peering, a WinMTR file will let us check. It’s recommended to run this for 10-15 minutes if you are running into any issues such as latency or disconnections. Copy and paste the text file created and paste it between two ~~~ like so:
