Looks like you will be able to respec where it matters - the talent tree. If what I have been reading is correct, the skill tree is just for leveling and during end game, we will have enough skill points to master most if not every skill. The way I read this is that while leveling, skill points allow us to unlock skills in the progression we want but eventually, we will unlock and master them all.
Then the true customization comes through the talent tree and that can be respeced.
Am I interpreting it correctly?

Yes, but keep in mind that the system they have currently could change the further the game progresses in development.
Not the same I understood.
If there are around 25 skills per class so far, and they all have 15 ranks, we are talking about 375 skill points to max every one out.
If you’d consider only the 6 skills from your skill bar, it’s already 90 skill points to max a single build.
Current Max Lvl is 40, which is 50 points short the single build maxed skills.
D3 have 70 lvl, which is still 20 points short.
I really don’t imagine Skill Tomes being too easy to find, they said it’s going to be rare.
And I definitely don’t think we’ll find 100+ Skill Tomes with a single Character.
So…
I guess no, a single character probably won’t be able to max out most of the skill, but, more like D2, only the chosen build. Maybe a couple more, but not much more than that.
Kim: It’s mostly to make the choices you make a bit more meaningful. When you’re leveling up, especially, you won’t have too many skill points to play around with. You do have to be very careful with what you put in, where you put your skill points. But at the same time, in the end endgame, if you really want to invest in your character, you’ll be able to max out all the skills eventually.

Regarding skill points per level, I saw this on Icy Vein:

- (Updated) We will get 1 OR MORE skill points per level
This is early information and people might be misquoting or misunderstanding.
If that’s the case, and they make Skill Tomes sort of rare, it can be a nice End Game grind, for sure!
Max out 375 points should take a looot of time
