Regarding the new follower changes, does anyone gather if that will be a seasonal feature, or both seasonal and non? I guess I had assumed it would be for seasons, but then I never saw anything explicitly saying that.
The follower changes in Patch 2.7.0 are permanent and affect both seasonal and non-seasonal heroes, i.e. it’s not a seasonal thing. You can confirm this on the PTR, where both modes have the follower changes already implemented.

Thank you much for clarifying. This actually had a big impact one whether or not I participated in Season 23.
Meteorblade is correct. Many players have voiced their opinion that they want a seasonal theme in S23. To my knowledge, there is not one at the moment.

The patch notes clearly state that these changes are permanent and will be applied to non-seasonal and seasonal heroes. That means they’re clearly not a seasonal theme because the changes start before a season does, affect non-seasonal heroes and do not last for just a single season. Despite this, we literally had a Blizzard guy on Twitter say that the follower changes are the seasonal theme. So, readers being confused by the dichotomy of the patch notes and the tweet isn’t that surprising.

Correct, no seasonal theme. The only reason that one would play seasons is for an extra stash tab if they have gotten theirs already. Most will be playing Non-Season. I would DEFINITELY be playing seasons if they kept that extra 4th cube slot for next season as well 
There will be a new pet and portrait frame for completely guardian in the seasonal journey. Blizzard did state that there two items would not be included/shown during the PTR.
Not true. I have acquired all available stash tabs on 6 accounts, and I still complete the Season Journey to Guardian on all 6 of them every Season. I kind of like starting from scratch, I started from scratch on the PTR.
I like going from zero to hero, and the challenge is in doing it Hardcore, 6 times in the Season. Right now I have 3 accounts on the Hardcore Solo Demon Hunter Leaderboard at 400, 549, and 588. I want to see if I can get all 6 in the top 500 before the end of the Season, but that’s doubtful.
Nevertheless, I’ll continue playing Seasons, and sadly, I haven’t visited my non-Seasonal characters for quite a while.
i didnt like the follower changes. it severely nerfs the one thing the enchantress (the only follower worth using) by eliminated the crowd control skill. terrible, terrible, idea.
Yeah. The one thing I dont like. Removing her CC seems like a really bad mistake.
Guess Blizzard cant add new stuff to the game without also streamlining it 
so, instead of reading a 2-lane sentence from the patch notes, you came to the forums to read a whole page of answers.
