I logged on to D3 today on xbox series x and the altar disappeared.
The altar of rites was in season 28. It is not part of the game currently (S29).
In the next patch prior to S30, the altar will come to both seasons and non-seasons permanently, albeit in a modified form.

Doesnt make sense as 28 i was nearly done with the altar and when it allowed a seasonal build for the new season i was able to offer 3 times to it as a brand new run.
It is currently season 29. The altar was part of season 28 that ended a few weeks ago.
