Ok, the Altar is not present in non-season during this PTR, but it would be nice to have a clear (and official) answer to a clear question:
Will the altar be present in non-season after the deployment of the next patch (2.7.7)?
No Altar in non-season If Altar will only appear in the Season mode, I will be very disappointed.

Blizzard needs to clarify on that.
While all they said/wrote indicates that Altar and Visions will be non season as well (= in all game modes) the current PTR does not have them in NS (yet)… this may either be because it won’t be in non season at all or it is an intentional move to make people test how those features interact with the seasonal theme they will put on top.
We don’t know unless some blue post confirms things.
