Aegis - Which is #1, CDR or Cost Reduction?

My first time with this build.

I’ve read various posting and use “icy-veins” a lot. What I see once I set up the character, but before enchanting any gear, is that there is a cost to every attack and everything else has a long cooldown. I seem to be waiting for more Wrath or more time. Without a Leoric’s Diamond I have 32% CDR and 24.5% CR.

What should I shoot for?

You need to wear Crimson and have about 64+ cooldown, to be Akarat Champion all the time.
