The Season notes state that Ethereals are not Reforgable. This is not the case, however, and Ethereal items are fully reforgable for as many times as you like.
Which is a bonus, not a bug. In my view
A “hack” might be a more appropriate word…
… and taking advantage of this hack, and of the other oversight involving ethereals, may be hazardous to your D3 game license.
I think the definiton of a “hack” is something different. Something where you really go out of the ordinary way of playing the game and using very special procedures.
Wasn’t there once at hack where you could get all passives from a hellfire amulet if you made sure to have its durability more or less down to zero?
A hack could also be if you somehow made it possible to wear two or more pieces of crafted primals by going through a unusual process.
This “bug” is just ordinary gameplay and I hope it will be left untouched. Suddenly changing it could be seen as unfair both to players who had gotten so far in season already and to those (like me) who haven’t tried the option yet.
Indeed. A hack would involve getting around normal game play in some manner. Using the game systems as they are designed is not in any way a hack in my mind. If they want to prevent people from doing it they will have to put in man hours to fix it and frankly I doubt they will bother given how little interest they have shown in supporting D3 at all anymore.

If I had to guess they probably copy-pasted the previous Ethereal Dreams notes for this one. But since that time the game added Primordial Ashes and Recipe #11. So that changed the code enough that allowing the reforge was likely easier than allowing only Recipe #11 to work. Basically it’s a freebie for the recycled season in light of the extensive changes to the game since it initially released. Not worth getting worked up about.

“Exploit” or “Cheats” is what I was thinking about… as in using an in-game bug to get an advantage and as defined in the EULA
As mentioned in the OP, the Season blog says that "… Ethereals cannot be Enchanted, Transmogrified, Dyed, Reforged, or traded. ".
In reality, Ethereals can be reforged… not only their blue “normal” stats but their power also, as shown on this composite screenshot:
Blizzard hasn’t said whether or not Ethereals should be upgradable to primals – perhaps that is something that should be specified in the Season Blog.

Still, the wording: “not expressively authorized” and “including exploits of any in-game bugs” still makes me see the use of the recipes 2 and 11 for not being “illegal” and punishable by Blizzard. Because Blizzard has not stated that we are not allowed to use the two recipes and, more important: that the two recipes can be used is, as I see it, not a bug but a part of the coding - or lack of coding.
Blizzard only said that ethereals can’t be reforged etc. they didn’t say not that we’re not allowed to try and do it (like their stance on third party software where it’s clearly stated to be illegal).

As said I find it just fine that ethereals can be reforged etc we already have much to grind for (like the full Altar!). Also the fact that it is obvious that ethereals can drop or roll with completely outdated legendary powers makes it fair that they can be reforged or primalized to get different results.
I gave you both a “Like” because you both make valid points. But, no one is getting an advantage over other players since anyone can use the Recipes. And Kanai’s Cube Recipes are part of the game.
At the very least, these 2 Recipes may not be working as intended in regards to Ethereal Weapons. But, that’s Blizzard’s responsibility. And if they have a problem with it, they should fix it.
If you want to use these Recipes with Ethereals, use them. If you don’t want to use them… don’t.
But, it’s probably not a good idea to talk about it in the forums. Unless you’re reporting it to Blizzard so they will fix it. (Which is what it appears @Frenlyjo has done).
Currently, the blog says one thing and the game works another way. In my books, that’s a bug.
All I’m asking is that the current situation be fixed… either the blog is modified so it reflects the way the game is implemented, either the game is fixed so it reflects what it says in the blog.
And I think Blizzard should put in something about upgrading ethereals to primal.

The Season is less than 3 days old and there are already several ethereals upgraded to primal in the Seasonal Leaderboards… they’re pretty easy to spot if one knows what to look for.
But yeah… the next step is up to Blizzard – let’s wait and see what happens.
