A randomly occurring freeze

I have been having this freeze happen from time to time. Would say it’s been happening since before the current season’s ptr. Included specs of most important hardware in my build and short video clip of the freeze. I’ve attempted fixes and replacing hardware such as ethernet cable and graphics card.
