This would explain why players are noticing a 10+ tier drop in power from the PTR variant.
If Ambo’s or something is not acting as intended, that could easily lead to a loss of damage and drop in power.
I will test the build some myself this weekend and give my opinion/results when I can.

Note that even if the items are bugged, this isn’t going to magically “fix” Rend. It’s still going to suck compared to the PTR, and it still needs a serious booster shot to be a viable, worthwhile build for most players.
I’m glad Pro-Slam is topping the charts, but I definitely want to see Rend be competitive with it and LOD HOTA.
Right now, Rend is about as good as Fire EQ, maybe slightly worse at lower Paragon.

Without a Rend multiplier outside of Wastes, the build is way behind most others.
However, if something else isn’t even working properly with the build. Then the build really is dead on arrival. Hyperbole be damned.

Again, I haven’t had the time to do a thorough test, but I feel that my hard-cast Rends stack properly and deal the correct amount of damage while my Ambo Rends neither stack nor deal sufficient damage. I could be wrong.

The WW Rend build is defiantly not running on all cylinders, it should be doing better than what it is, even without the Lamentation Buff. Ambo’s is a likely culprit and a good place to start looking. 
I will be surprised if someone finds something not right with WWrend build. IMO it is working as intended. A 10 grift nerf from PTR build at the top end and a small side grade/small buff at the low end. Similar to how crimson/echoing fury/FOT gave a small buff at the low end. Not much has change at the top end. In fact I think if you want to clear a 133 you will need to run core zodiac. There are too many stat conflicts on the wwrend build. On the ptr we could load up on stats that would make rend damage great because ww was relegated as a support skill. Now ww and rend damage are close so the build can never be optimized and you can’t sway one way or the other. This is why people are seeing at least 10 grifts nerf from ptr.
To be very frank and blunt, there’s a very small number of steamers that are actually good at end game. Most of them are just not that good and rightfully so isn’t their fault because of the content of the game or lack thereof. It’s how they make their living and if you play one class and master it youre most likely going to hurt your sub numbers. That’s just a fact right? and you will hold up your numbers with the loyal fans and subs but it’s nowhere near if you were a versatile gamer that can show great progress and skills playing other classes. This is why I mainly don’t place my bets that gives their feedback on such Nerf or buffs with content creators with the exception of maybe krip, quin, datmodz and alk. We all know these guys are exceptional gamers that you would honestly take a high amount of consideration of their feedbacks. There are obvious reasons why they’re not playing D3 for the longest time and if they do, a tic tac would last longer. So then we are now left with “meh gamers but great content creators” and they’re just breezily giving remarks of recent changes, ie death of Lamentation, that “it’s a small nerf” or in the lines of “it’s still ok”.
It’s very weird to witness that content creators, that has little to no idea of exactly what classes needs love or not, gets a pass of making videos or posts on wrongful information. Yet we all know blizz listens to them and acts like they created an open platform for communication in which they inevitably do not have the ability produce and maintain.
You are (by far) the person I have ‘hearted’ most on this forum - and for good reason.
Something is amiss here indeed - and kudos to the Barb community for getting out there and testing.
It’ll all come down to the pre-season ‘adjustment patch’ - here’s hoping that another shot will allow Blizzard to get it right: that having whirlrend be competitive…from xp speeds to solo push…is not a problem.

I also hope Monks get a little more juice, and I hope Saders don’t get nerfed out of the 140+ range. I hope we all get the chance to have a couple of builds per class that feel incredibly powerful and viable.

Look at his setup. He is using fjord cutter which is on supposed to buff SS damage. There appears to be a bug where it acting like bane of the trapped and buffing all damage. Hopefully, they catch this and patch.
To be honest, I don’t know why they just don’t make the balance tuning around the goal of every set being able to solo GR150, and 150 being the cap. Leaderboard challenge will ultimately be who can get their first, and in group play the fastest clear.
lol blizz just keeps making things worse. Now Fjord Cutter is bugged and Dark is like hey i’m just gonna clear a new world barb record by 4 rifts. This stuff is getting hilarious. They should just change fjord cutter to all damage and remove the cold proc. All builds can use it that way.
meh, doesn’t count b/c he’s taking advantage of a broken game mechanic aka exploit, and the era is being reset with the small balance patch, so ideally it’s not an official record.
I had a feeling that they wanted to release a faulty patch and leave a week till season hits. This is probably due to the sandbagging and the significant trolling in PTRs.
Add barbarian class’s fear of receiving a nerf if pushed, this could be intentional.
I expect Lamentation will not only be 200% but may receive a buff further (300% hello?)
Also Fjord Cutter may receive a buff while its bug is cleared. Let’s hope that I speculate correct.
