People use these mainly for dueling. Socketed with 4x 5/5 facets its arguably the best offensive dueling shield in the game.
Most ultra elite, ultra rare dueling items are crazy expensive and for some people dueling is the end game. Farming is just a means to get the resources to beef up your pvper
