If you were a significant shareholder of Blizzard, would you want Blizzard investing time, money, manpower and resources into something that you know has a high chance of not earning a return on that investment?
If your answer is no, that is why D2:R hasn’t had any meaningful game play updates in roughly 3 years. Sure, it’s had a few under the hood changes to keep things rolling and 19 year olds in Korea playing, but that’s about it.
99% of the people who will ever buy Diablo 2:Resurrected have already done so.
D2:R is meant to be a remaster, so expanding on it significantly beyond the original game would make it less of a remaster.
The purpose of D2:R is largely completed.
1 - The obvious one, updated graphics!
2 - An overhaul of the the original game to keep it running on modern computer systems. Eventually the original game will not be compatible with native hardware. (32 bit instructions won’t be around forever, eventually they are going to have to truncate the CISC instruction set, or worse, the dissolution of CISC processors in favor of ARM based RISC processors)
3: Update it to get it on the current Battle.net platform, as the original game still runs on the original Battle.net.
4: D2:R served as a PR stunt to draw the old Diablo 2 players back into the game to sell more copies of Diablo 4.
Sure, there will always be more they could have done with the game… But it all boils down to money.

As much as that is reality, it’s sad that it is. Companies like Larian push huge updates for Baldur’s Gate 3 that they could easily get away with selling as DLC but they do it for free. Of course, that too, is a business strategy, as it cultivates good faith and that sells more copies of the game. Cultivating good faith used to be Blizzard’s business strategy too, but that time is long gone for them. Not even just for D2R, but for their supposed flagship D4 as well. Releasing one full price expansion every two years or so AND still having a big cash shop is not a great look.
They are a private company, so they aren’t shackled to the presence of shareholders breathing down their neck.
Prior to Blizzard selling out to Vivendi games, Blizzard was a great company as well. Activison merging with Vivendi was the final nail in the coffin. So far not much has changed under Microsofts watch.

HotS and Starcraft are going to get occasional balancing updates because they’re both esport games. That’s brand recognition for Blizzard, so yeah they are going to pay a little bit of attention to those games.
Ladders retain botter income.
Ladder exclusives retain players.
There is no regard for player satisfaction. Until there is no noticeable income there will be no changes.
They’re missing out on a cash cow with potential cosmetics sales. Emotes, funny voice lines, cross overs. Glowing affects. cosmetic angel / other wings. Set bonus cosmetics etc etc etc.
This would require them however, to majorly rework a part of the game that allows for graphics mods, and likely would prevent them all together unfortunately.

Not much they could have done there. They were about to go under.
To be fair I think they were still pretty decent in terms of cultivating goodwill all the way up to the starcraft 2 days. D3 with RMAH was very sketchy, and Hearthstone and Overwatch were really when they dove into the microtransaction lootbox economy
I have been around since original D2 was released before LoD expansion and im well aware of the changes that has been made. However these changes was not made by the current devs at Blizz and the D2R remaster was made by vicarious visions, a company which no longer exist due to being consumed and corrupted by Blizzard. None of the people with a passion for this old game and the knowledge and ability to make any meaningful changes that will stay true to the original games core mechanics and gameplay work for Blizz anymore. It would end up like just another D3/D4 dumpster fire
