Why does + To All Skills not affect Energy Shield mana consumption?

I mean, Telekinesis gets + to its levels, too.
It’s supposed to lower mana consumption of Energy Shield by -6% per level.
I have 1 point in Telekinesis and +5 To All Skills from gear.

So how come my Energy Shield still consumes 194% Mana Per Damage?
One would assume it would consume about 162% since Telekinesis is lv.6.

Synergies only works with actual points put into the skill and not +skills from items.
