It is a reference to Prince’s song 1999. The 999 likely represents the period in Diablo history that is the golden/peak period. 999 is also synonymous for 666 and Diablo, but it likely is referencing the time period.
As others said. Prince reference. People who made/wrote this game were teens when he was big in the '80s.

Yeah it’s just a joke. Party like it’s 1999, but because the game takes place in quasi medieval times, drop the “1”
Does the Warlock actually have any NPC who directly addresses him and reacts to his class?
Every now and then, we have NPCs in the camps/towns of the Acts who have special dialogue for certain classes.
Act 1 Charsi with the Barbarian, Gheed, the Druid in Act 5… I can’t remember what else there was right now.
But I haven’t heard any Warlock-specific dialogue.
Okay, I also haven’t specifically looked for it yet.
I doubt it since that’d require getting the original voice actors to return after 25 years. Many are probably retired by now, if not dead

my guess : if they add new contents, NPCs will refer to him, specially in act4. Warlock “belongs” to that place.
Also they said something along the line of whatever story involves the Warlock will be a sidestory, they didn’t retcon him as being part of the group who defeated the Prime Evils. He’s doing his own thing (obviously gameplay wise he’s going through the same quests because remaking an entirely new campaign for him would be absurd)
