Because your javelins most likely are ethereal ? A closeup screenshot of your javelins with stats would help.
And not in Chinese…or Korean…
It is non-ethreal. I just used that to sweep the sanctuary of chaos more than 100 times.

It can be clearly seen that @세이허어 tries to repair 2 different stacks of Javelins. Neither stack is Ethereal.
For future reference: You might want to include your repair efforts when using Ort Runes. (I would have been interested in seeing that). And, if you’re going to post on an English language website, it would be helpful if you could list each line of text in the Weapon’s description, translated from Korean to English. (Blizzard may not need it, but other players who want to help you would find it useful).

Evidently, you DO NOT know how the Blizzard Bug Report Forums work.
- A player reports what they believe is a game bug.
- Blizzard’s QA Team reads it and tries to reproduce it.
- If the QA Team can reproduce it and confirm it’s a bug, they report it to the Devs.
- It then gets put on a priority list of fixes, where it may or may not ever get fixed.
- Blizzard’s staff does not respond here. Whether they confirm the bug or not.
In the meantime, we (players) try to inform a player if it is NOT a bug, so they’re not left in the dark. (Since Blizzard rarely, if ever, responds here). Or we may confirm the bug, so the OP knows they’re not the only one experiencing it. We may even be able to offer a workaround, so the player can accomplish what they’re trying to do and move on.

When I remade the game it let me repair. Still a bug but at least there is a work around. Good luck out there!
yes, every other post in here is about the repair bug. quite frequently vendors just refuse to repair certain items, happens more often with runewords in superior items, but not limited to them. making a new game fixes it.
