You’re right of course. That’s what I get for trying to math that out on my phone.
to get high rune:
1 kill monsters as fast as you can. find dense packs and perfect the art of trash clearing.
2. do countess runs and upgrade upgrade upgrade.
3. do team rushes and build multiple characters to farm forge drops and then upgrade. this may be slightly more efficient than method 1 and 2 if you can get the teamwork going.
4. find a way to cheat. botting or duping. this could get your account deleted and its dishonorable. i do not recommend it but obviously the possibility does exist
Hell Cows and CS, with Travincal thrown in for good measure.
If youre Single Player and have access to /players x then Lower Kurast is by far your best bet.
Ghost type mobs have the single highest drop rate of runes, so Arcane Sanctuary is a good one - but…if they die off the path, they drop nothing, so its a double edged sword.
Out of all the above…Hell Cows is the best fir BNet plsy I’d say. But at the end of the day kill speed is king, so farm the area with the highest density of mobs thst you csn kill quickly.
Well, it was all three Kurast areas. With coffee in hand, I’d pop all the poppables and find Lo, Cham, Ber, and Ohm runes as well as GC skillers. I think people are saying that those areas are now nerfed. Can’t say that I know from direct experience as my baby barb froze died in NM 
MF farming in OL Hell for good to godly items and then trade carefully for high runes has worked for some people so I hear. I have personally not done this approach.
Favorite spot to get runes is my imagination. Somehow I’m in this queue simulator not Diablo 2.
if you do about 10 countess runs in hell i am 90% certain you will get at least 1 better than sol(12). the countess in hell drops zero runes 5% and 1-3 runes up to mal 95%.
