For the first time i kill Baal, Tyrael after dialog does not open a portal to end game. When i restart and kill Baal once again, Tyrael does not appear at all

Which system? This happened to me once and the portal was off the bridge, across the room in the direction Tyrael was facing. As far as him not appearing, check to see if you cleared the quest in your quest book or if you can move on to the next difficulty.
Ps5. Quest is completed. I can choose difficult, when i log in to game but i don’t have the final video in main menu video category. I think that script is broken and i can’t complete this game cycle

I got the same situation. Tyrael wasn’t open the final portal. Quest completed.
