After upgrading Arctic Furs (Quilted Armor) to the exceptional version Arctic Furs (Ghost Armor) using Horadric Cube Recipe [Perfect Diamond + Tal + Shael + Normal Set Armor], character is unable to wear the equipment even when meeting all of the requirements.

After remaking game, it is able to be worn.
However, wearing a second piece of the arctic set increases the level requirement to level 27. After removing the second set piece, it is unable to be worn again until the game is remade.
