Found a rare gem today its not all that good but when you try to vendor it the guy says “cannot compete transaction” or something
I ran into the same problem today with a rare paladin shield. Couldn’t sell it to any vendor, couldn’t repair it-- all I’d get is a message, “I cannot complete that request.”
I was curious, so I hung onto it and started a new game, then I was able to sell it without any problem. Weird.

Yeah it happened to me few time already on various things.
Happened to me with a Paladin only Shield, I was able to sell it after making a new game.
this happened to me with a protector paladin rare shield.
all the vendors wouldnt take it.
ended up leaving it on the ground.
This happened to me as well with a rare Palidan shield, could sell it in a new game
Encountered the same bug today. Found a crappy rare jewel, tried to sell it to an NPC (tried several) but they all produce the same error message I cannot complete that request
