Unique item upgrade changes from Classic DII

I am looking for confirmation on this, as this seems like a change from classic.

IIRC, in classic you could upgrade unique items to exceptional in non-ladder, and on ladder exceptional to elite. I understand that the stats wouldn’t change, only the base item.

I am reading that in D2R you can now upgrade from Exceptional to Elite ladder or not? Does this mean that on my Non-ladder character, I can upgrade a Goldstrike to a Hydra bow on non ladder?

I am still getting used to some of the changes from classic to remaster, and thanks for taking time to look at this.

Yes, from classic d2lod to d2r, this was an update made from day 1 for all chars regardless of ladder play…set items were later added to the recipe too if you weren’t aware
