Hi! I’ve got a question concerning the game. I’m unable to create a Terrorized game with my level 89 Paladin online. I’ve got no idea why I’m unable to create one now - I used to be able to but now I don’t have the option/ability to.

Terror Zones are only available for Expansion (Lord of Destruction) characters, they are not available for Classic characters. Also you must have completed the quest “Eve of Destruction” in Act 5 (kill Baal) in the difficulty you are wanting to run Terror Zones in.
You’ll need to check and make sure that you have Terror Zones enabled. At the main menu screen, click the 
gear below the “Play” button. Check to make sure that “Enable Terror Zones” is enabled. There are two of them, one for online and one for offline.
If your character meets the aforementioned criteria to create Terror Zones and you are still unable to create them, one thing you can try is temporarily disabling Terror Zones, create a game, leave, re-enable Terror Zones, then create another game.
