It is comonly used in low level pvp.
I am using to level an assassin. But on higher levels no.
It’s not really meant for anything specific. It will work well for literally any Amazon build.
if you search for “classic diablo twitch build” there are probably builds. before lord of destruction came out, twitch was an important item and was much more common. you can probably add some lord of destruction ideas to the twitch builds but twitch won’t hold you forever on LoD, it’s much harder.

For leveling and merc can be useful until you get treachery or something else.
Any character can make good use of it, would only depend if your build would be compatible with it. Otherwise not much.
If you want 75% fast block with minimum dexterity - twitchthroe is your choice. You can upgrade it, twice. This is not PoE - you are not obligatory to search a build before use something.
