Characters will no longer spawn in a hostile place until the game is fully loaded, preventing characters from getting attacked or harmed during a loading screen. Additionally, the overall load times will be faster.
as far as i know you’re never spawned anywhere but town… how is this even a thing? now we’re in danger sometimes before we enter a game? what’s changed??? why are there demons in town.
Loaded would be a better word than spawned. All they did was keep monsters from activating until you fully load the level and character. You technically spawn everything when you change areas.
Edit: Due to new overlay taking more time to load than classic. Most likely classic loaded and activated before the HD overlay was fully loaded, now it waits for everything to be setup.
They are referring to when you use a waypoint to somewhere not in a town or using a town portal from town to return to where you opened it. Due to the long loading screens (because of the increased graphics) some players were being attacked by monsters while the game was still loading. They have now fixed this issue.
I believe people were talking about Duriel killing them before the screen even loaded for them being an issue in the alpha.
Due to the higher graphics details/textures to be loaded when you enter e new area of the game, the loading has some dalay, as i suppose happened when you played original diablo 2 in a slow pentium pc 20y ago. I guess that if you play in a 4k€ pc you will have barely no delay
I do not know what will be their precise answer to the character “being in a safe place” especially when both zones are crowded.
The game probably not only load graphics but also process data. But I assume textures weigh more in the mix.
For example there could be either an option to switch to legacy until HD textures are loaded ; or making the legacy only mode so that slower computers can still play the game with the new community and without bots.

I think such graphic options would not bother other people’s experience.
edit : Perhaps lighting, shadows and effects resolution could have the same treatment of progressive loading.
Since you are posting on the D2R forum which means that you pre-ordered, you will have early beta access like the rest of us and can test this for yourself.*
I still remember sunny days when Flamespike the Crawler lived in the inner cloister. I miss him and his “A”-mplify damage sound… He was a real mini-boss. And loading screen served his will.
But now… Inner cloister is a safe place now…
Think of a ‘2’ tp. even back in the old days if it was crowded with some nice dolls or frenzytaurs you could die before you actually have a chance to move your character. Have you ever seen a trapped WP? there were times you would be dead before your screen showed anything. These were really funny when getting rushed.
This was compounded in Beta especially noticeable for Duriel. They just made it so nothing moves until you have a chance to see yourself die.
Most likely more that you are invincible/not part of the world until you can control your hero.
It would be a bit odd if nobody could move in a multiplayer game just because mister slow-poke is refilling potions.
