I found a weird poison dmg small charm the other day and according to the list of prefixes and suffixes on The Arreat Summit it shouldnt exist?

It’s a Sceptic small charm of Venom
it’s req lvl15 and +62poison dmg over 7 seconds
Sceptic prefix is +15 over 3 seconds reqlvl 18
Venom suffix is +15 over 4 seconds reqlvl 20

Just trying to figure out how this ended up with +62 and reqlvl 15?
