The need for a teleport nerf to normalize the game

Teleport is affected by each characterโ€™s own FC frame.

The problem is because everyone is moving fast thanks to the FHR taper effect.

The teleport nerf is because there is no nerf to the casting motion. During casting motion, fast block motion frames are deleted and FHR does not occur.

Therefore, during casting, the defense should be 0 and the block rate should be nerfed by 2/3.

The problem is that it is abused as an evasion technique other than techinique of moving teleport.
