It would make the quest space a little cramped. I think there’s probably a way to add side-areas without creating new assets. In those areas, they could probably put color-alts of existing mobs, and maybe alter their used skills when relevant (like act 5 fallen shamans that cast a cold spell instead of fireballs). The goal in that case would be to reduce as much as possible the needed work.
You do realize that the game is already broken enough with runewords as it is… Making uniques compete with runewords as they are now would make the problem that much worse.

Oh yeah, that’s Blizzards way, buff the uniques, then increase the monsters health to “nerf”. Those dumb humans will think it’s a buff because their gear gives them biggerer numbers versus before. BIGGERER NUMBERS!!!1!11 YESH
Do that enough times, and eventually they risk running into issues with integer overruns with uber health pools, because this game is still using signed 32 bit integers for the game math.
Easiest way to nerf OP RWs is make them more randomize:

The same time make all uniques spawn with 0-3socks and rares/magic with 0-max sockets
Skynet (AI) is coming sooner or later for anti-cheat. For this game however remains to be seen. A good test bed it would be.

90% are Sorcs cuz no Nigmas

The issue is a bit more complex than runewords being broken. While this is somewhat true for caster builds there is really no unique melee weapons able to even come close to competing with caster builds even if runewords got removed. i know people think Grief is OP, but in reality i dont see any melee build using grief anyway near the top S tier builds.
So nerfing runewords will just kill melee completely
It all started with patch 1.10 and the new runewords heavily favoring caster builds + monsters got a huge buff to scaling,hp and difficulty. But none of the unique melee weapons got any significant buffs or changes to compensate for the increased hp and difficulty of mobs making grief the only nearly viable option for many melee builds so in my opinion some uniques could actually need a buff especially melee weapons
but game is old and i dont think anything is gonna happen anyway, besides i really dont think the current blizzard devs are even capable of making any changes to this old game without making a complete mess of it

SAD cuz easiest first step was just upping base dmg for all weapons by ~200-300%, even after caster would still dominate, but melee would be in better state.
They failed also with Hustle RW, its totally useless as a weapon. Hustle weapon with +1 to BoS as precast (like CTA) would change some meta game, at the same time Assa would be stronger if they made BoS-Fade combo work at the same time (like Pal auras or Barbs BOs).
This happens when D3 ppl who never played D2 try to fix core D2 problems
I dont consider Mosaic a melee build, its more like a proc build using melee to proc a lot of elemental damage skills more similar to a caster. Its a D3 like abomination and a quick fix for the MA tree instead of doing the actual work balancing the skills.
Its not the best weapon but the body armor is a really great budget armor for melee builds and works really great on act 1 mercs too, the 65% frw, 40% increased attack speed and +6 evade which btw is = 40% chance to dodge any attack really makes this better than treachery in many scenarios especially when running short runs like travincal or pindle where ur fade doesnt proc before the run is done. Besides if ur build already got enough life to not get oneshot u will benefit more from the 40% dodge chance from hustle than the 15% phys resistance a lvl 15 fade from treachery provides

Yeah i agree i just said the armor is great though. Anyway i dont think there is an easy fix for melee unless u balance weapons, skills and find a solution to the lack of aoe with melee skills. Problem with most melee skills is that no matter how much u buff the damage and even if u can onehit every single mob its still single target and the clearspeed will still be worse than casters due to having to manually hit every single mob at least once. That being said i do think at least the unique melee weapons should be better but im not expecting blizzard to fix this at all and the current dev team is just not capable of making any changes to this old game
Thats why mele should be stronger vs one target while caster vs multitargets.
1-3 hit everything means its playable, at least HDin 1 hitting everything is playable.
A tier is better than D tier
Teleport and synergies is that what made casters extremely broken, not OP RWs.
In 1.09 melee worked well.
