If you make terror zone with lvl 89, all monsters and objects will drop grand charms which can be +45 life skillers.
Yeah maybe the developers made it too easy to get a Baal gc but oh well.
yes any GC/SC from terror zone 91 or higher is equivalent to a “baal gc”
as that is the highest obtainable loot from a monster that drops randomized loot
technically they can get better at ilvl 110 ( and go up to 50 life) but the only monster that level are uber bosses and dclone and they drop static loot)
99 ( baal) is the highest randomized loot therefore you the highest roll values u can actually obtain is still only lvl 91
