With the situation as it is with the database, creating a brand new game to reset each vendor’s inventory to try and find new items is simply contributing to the problem as I understand it. I would think allowing players to “roll” any vendor’s items like you can with gambling would help alleviate the problem.
I understand this won’t help with pindleskin running (and whatever it is the item seller people are doing, which I only read about less than an hour ago and don’t exactly understand), but it would be a good quality of life change that doesn’t really break anything. You’d have to spend your gold on the items and they would only ever be normal, socketed, or magical anyway, but it would help to find some stopgap items, especially for your mercs.

Changing areas resets vendor inventory. You don’t need to make new games

I’d be in favor of a refresh button for vendors. I say give the vendors a refresh button with a 5 second cooldown, and it only works in 1 player games.
I’ve been on the hunt for that 2 socket staff with +3 fireball amongst other vendor items, and it can be brutal getting them.
Strange, I didn’t find that to be the case. I would go from act to act checking each vendor and they would have the same items. Maybe it works that way in offline?

The classic way to reset a vendor (and it used to be the gambling person too) is to run outside town and wait for it to notify you of zone change. Then run back into town.
I don’t know about multiplayer but it works fine on single player online. I thought it also worked in Multi. Memory is fuzzy given the age of the game. I have been playing solo in D2R.
That said, I am not against it. It might even reduce stress on the game, maybe?
The core lore or concept though is that they have something different to sell each time you come back to town - as in you left and did something while they got new inventory.

Another PITA vendor item to get is 35 magic find boots with 40 fire resist. Poor mans war travelers that fills the lack of fire resist gap on Spirit shield. :>
@TheDarkJedi You’re right, I just wasn’t doing it right. My idea would still be nice, but I was wrong about having to make a new game to change a vendor’s inventory. I would also be happy if using waypoints did the same, since they didn’t in my testing recently. You gotta run rather far outside of town as well, so it’s pretty inconvenient.
Waypoints should do the same thing. The only two requirements are 1: Leave town and come back by any means. 2: No other players in town.
I can confirm that waypoints do reset vendors, as I did it in D2:R to get a 3 socket bow from Charsi to make Edge to get that 15% price reduction for gambling.

You can use a wp and then tp back to town this resets the vendor.
I don’t think it’s possible because of the multiplayer aspect, we share the same vendor.
As long as no one is in that town it will reset.
I usually play alone, but I still play online so I can give away low level stuff I will never use, that suck, or that I have a better version of and when I already have the same thing and don’t need another for alts. I also rarely play with a friend of mine, but he gets bored super fast, so we don’t play together much. Good to know though.
I mean I totally agree with you guys they gave us the button for gamble might as well do that. Its QoL the way I see it.
Running in and out of town like a headless chicken never made much sense in the first place.
Should also be noted that traveling via waypoint between acts does NOT reset the vendors… only traveling to different points within the same act will.

Thanks I also found out that traveling between towns also does not work, either with waypoints, or with npcs.
Heh yep. Travel half way across the continent then back via waypoint, no delivery truck for vendors. Step 2 feet out of the town, about-face and back in, delivery truck comes every time. 
I just refreshed Fara 26 times to get a 2 socket breast plate for stealth.
