Please bare with me im a bit confused with the computations
its given that Synergies only works with Hard Points, not bonus points from equips.
NOVA adds 5% for every Hard Points in STATIC
LIGHTNING MASTERY adds 12% bonus to Lightning Skills
lets say i have 41 hard points to spend on my Lightning Skill Tree 20 of which must be used to MAX OUT NOVA and have a remaining 21 points.
if i MAX OUT my NOVA and STATIC and put 1 point in LIGHTNING MASTERY i only get around 1200 max damage with NOVA.
if i MAX OUT my NOVA and LIGHTNING MASTERY and put 1 point in STATIC its almost the same.
BUT if i MAX OUT my NOVA and divide the points 11 to STATIC and 10 to LIGHTNING MASTERY i get around 1600 max damage that is significantly more.
somewhere along the line there is a right mixture of points between these that i am missing.
can i ask what would be the OPTIMAL distribution to get a more efficient NOVA ?
BTW i am a level 85 Tri-Elemental Sorceress due to HELL having so many DUAL IMMUNE i decided to experiment a bit on using all 3 Skill trees which was difficult since Lightning skill tree only have NOVA for MASS EFFECT and the other lightning skills requires more than 105 FCR last i heard but ultimately have very low damage on enemies charging at me.
for my COLD skills im using FROZEN ORB as its easier and requires less Synergy for max damage allowing me to use my very limited points in the other 2 skill trees.
for my FIRE skills im using Hydra same as with COLD skills it has very low Synergy requirement to get to its max damage.
for my LIGHTNING skills im using NOVA since im already going to unlock STATIC anyway which is a useful skill. if i went with Chain Lightning or Thunderstorm i would have to use a lot of points and they seem to produce very small damage compared to NOVA.
i wish charged bolt or something were a synergy for Thunderstorm that increased the number of thunderbolts from like 1-10.

is Charged Bolt MAXED out better than Nova ? i wish it was so so that i wont have to take Nova and its synergies
A skill does X amount of damage based on its Skill level. The higher you go, the greater the damage the skill does. Synergies increase the value of the Skill by the listed amount per Hard point(invested points). In Nova’s case, Static Field increases Nova’s Damage by 5% per hard point(up to 100%). Fire and Lightning Mastery each apply a Damage multiplier respectively. The %Value on Fire/Lightning Mastery increases your spell damage by the listed amount. 200% = x 3 Elemental Damage. Cold Mastery, by contrast, pierces Enemy Cold Resistance. Therefore, it can only increase your Cold Damage done to foes by a factor of x2 since Enemy Resistance caps at -100. Meaning Level 36 Cold Mastery(-195 Enemy Cold Resistance) is effectively the “Soft Cap” for the Skill since anything that isn’t Cold Immune will be at -100. Going beyond that is purely for Sundered Enemies where the Mastery works at 20% Effectiveness(level 37 = -40 to Sundered Enemies). To boost Cold Skill Damage, you’ll need Items with %Cold Skill(Death Fathom Orb, Tal Rasha Orb(full Set) + Nightwing Helm and Cold Rainbow Facets). Now back to Nova…
So for example, level 38 Nova deals 316-413 Lightning Damage with 1 point(5% synergy) from Static Field since its a prerequisite. Base Damage would be 301 - 394 without it. If we max Static, Nova damage should increase by 100%(20 x 5) to 602 - 788(aka x 2 Damage). Lightning Mastery further amplifies ALL Lightning Damage done by a %. This is a separate Multiplier and includes all %Lightning Skill sources(Eschuta’s Temper Orb, Tal Rasha Orb(4 items), Rainbow Facet Jewels, Griffon’s Diadem… etc.) and why Lightning Mastery is so strong because the higher it goes, the bigger the Damage multiplier since it starts at 50% and rises 12% per point.
If you take that Nova with 1 point into Static but opted to max Lightning Mastery to say level 38(494%), you’d still be dealing roughly 1880 - 2450 Nova Damage. Yet if you max Static too, your damage doubles to roughly 3575 - 4680(if Maxroll’s D2 Planner is correct). Hence doing both has a dramatic impact on the raw Lightning Damage done. Yet if you truly want to win on Hell Difficulty, you have to pierce Enemy Lightning Resistance(including Immunity). You do that and all that raw damage can steamroll the game.

Energy Shield - removed synergie from Telekinesis, life-mana ratio set to 1:1.
Dev note: Sorc desperately needs skill points cuz is full based on one elemen skills past 1.10, 1:1 ratio w/o any investment is good compromise when she still has Teleport in tree and Cold Armors.
Light Mastery - added synergie from Cold Mastery -1% to enemy light resistance per lvl, added syn from Fire Mastery +2% lifgt dmg per lvl.
Dev note: as above Sorc specialize in single element mostly and syn between Masteries are logical.
I dont see any Light Tree tweaks beside these two, Light Tree is strong enough.
Lightning Mastery is not a synergy for lightning skills, it is a passive lightning skill that gives you more damage. Just like any skill, the higher the level, most likely the better it is. So for lightning and fire mastery, you are getting additional %increase in your elemental damage for each additional skill level it is.

nova base damage * [1 + 0.05(x)] * [1.38 + 0.12(k-x)]
k is sum of skill points into static field and lightning mastery
x is skill points into static field
k-x is skill points into lightning mastery
type that equation in google
the graph will tell you
x value that gives max amount of damage multiplier for given k value
since +skill from gear increase bonus from lightning skill mastery
I would suggest you to
start with at least 1 point into lightning mastery
and put all remaining skill points into static field especially if you have a lot of + to skill gears
if you don’t have + to skill gears
9 more points into lightning mastery than static field gives optimal damage
down side is your static field skill will have smaller range
