I’ve enjoyed D2R for many seasons but with the lack of new features and the lack of fixing the added features I’m wondering what to spend my time on next.
I’ve tried many games the past few months but nothing seems to hold my interest. I don’t want to spend the next 9 months going to college to learn the mechanics (looking at you PoE!!) so does anyone have any suggestions for another hack and slash game … preferably one that is a finished product??

Well… personally I’m on the fence about next ladder if there are no changes.
I won’t quit but I have non ladder projects to work on.
As for recommendations… Diablo 1 with the belzebub HD mod is actually really really good. And it’ll have game mechanics youre already familiar with.
I know what you mean about POE… it’s a mess.
This is why diablo 2 is so good, it’s an old enough video game that they didnt have the pressure to needlessly innovate or add mechanics just for the sake of “bringing something new” to the table.

Been playing my mod on D2R and will continue to do so, I’ve also been replaying BioShock 2 after ~10 years and also making good progress on Zelda TotK.
I’m just waiting for D2R pservers, then the fun will really begin. 
Grim dawn is fun. It is fairly straight forward (compared to POE, anyways). There are more resists to worry about (9? damage related ones, and several other stun/leach type ones) but a blacksmith npc and attachments (seems like a unique mechanic to Grim Dawn so I missed it on my first dozen characters or so) that make it easy to cap most resists as you play through the story. It makes a world of difference having all the info you need in the game. 
I believe they have a 3rd expansion coming out soon. Also:
I only play it single player so unlike POE and D2R there are no bots messing with my game experience (mostly in the form of retardedly low drop rates
and advertisements for RMT sales)
SP will do fine. I made my legal copy portable, so I am not restricted by that weird 30 days-offline DRM. I think I started my SP adventure in 2020 during the pandemic. Copy it over 2 years ago, I think. Slapped some mods on it. Been fine since. TZ helps a lot. I still need to find the Deaths-weapons, aka Deathsweb and the Deathfanthom… Thinking about making Obsession for the lolz. I’ve all my characters fully decked out. When I am bored I just do some Pits/AT or bosses or TZ if the level is good enough. Online might be dead and ran by bots, SP/mods is where the heart is.
Like servers outside of what we play on now? Did the dev’s announce any EULA changes? I must have missed out on something. I really don’t keep up with announcement videos from the company. Maybe I should start doing so.
Yes to the first question, no to the second one (not any change that would allow them anyways). They’d be unofficial so to speak.

Theres 12,000 people above level 93 alone… I consider myself a D2 enthusiast, and I’m only level 84. There’s probably several hundred thousand players in level 80-92, I don’t have the patience to scroll that far lol

Modding it myself since blizzard had purposefully prevented prominent mods from transferring to D2R because their plan all along was to kill it when D4 arrives
Proof is the quality of servers since D4 launched… they are trying their best to push D2 players to the Flop game

this season is about smooth performances for me 
this game never ran well in the past but i reinstalled it to check this new season … i was bummed there’s nothing new BUT performances are silky smooth out nowhere now.
went from questionable performances on low settings to smooth 165fps at max settings.
that’s a whole lot better than a season for me! much fun.
*as to what to play next, im waiting for last epoch’s new cycle and also poe’s new league.
d4 is headed in the right direction but still not hype-material.

High Heavens help me. 
Personally i really enjoyed Last Epoch, it kinda gave me the same vibe as D2 in some way, and it was pretty easy to smack extremely funny builds together. It seems to be getting ton of new content over the next year - so definitely worth the 35 bucks i would say.
