The “requred level” here refers to the character level that is required to advance the skill by 1 point.

On the tooltip it is erroneously calculated based on the “soft level”, i.e. with all the +skills from items and buffs. Should be based on the base level.

The description is not very clear. It does not say, required for what? And it is shown all the time. In LOD it was shown only when the character was not able to advance the skill level and had spare skill points. E.g. if your character is level 13 and has spare skill points, you cannot advance iron maiden to base level 3, so the tooltip would say “Required level: 14”: https://i.imgur.com/euBh1aQ.png

Only showing the tooltip when its relevant (i.e. if character has spare skill points and cannot advance the skill level)

Add another line break before the text. Right now it is “glued” together with description and not quite pops out to sight.

Change wording to “Required character level: 14”. Or even “Required character level for advancement: 14” (check how it looks on skills with bigger description, if not too cluttered)

I’m curious. How far have you tested this?
For example: Did you have extra Skill Points you could have assigned to Battle Cry before reaching Clvl 26?
At first glance, you would think that, while having 7 soft Points in Battle Cry and 1 hard Point, you should be able to assign another hard Point at Clvl 19. (For non-Barbarian players: Battle Cry is a Level 18 Barbarian Skill). If this is the case, then I agree, the tooltip should be revamped.
However, if you cannot assign a second hard Point to Battle Cry at Clvl 19, this would be highly inconvenient. Because, you could remove all items that add soft Points to Battle Cry, assign your second hard Point and then reequip your +Skills items.
Of course, being that I’m not familiar with the Barbarian Class, there may be something I’m missing here.
In your second screenshot, you are mousing-over your Necromancer’s Iron Maiden Skill, with 2 hard Points. It might have been more effective if you had moused-over Amplify Damage. (1 hard Point and 2 soft Points).

No, this is just a display bug. It does not affect actually allocating points. If that would have happened people would be outraged here way before I have spotted it 
Here I have a +3 to skeletal mage wand on level 14 with 3 hard points and 6 total:

Character level is 15, base skeleton mastery level is 12, and it has 4 hard points. The tooltip should state that level 16 is required to advance the skill, but it says 19 (because of soft points).
