The simple solution to nerfing mosaic is to change 50% / 100% chance to keep charges to 35% / 70% chance. Also make it use Sur or Ber, Gul is to cheap. Two lines of code edit probably.

This doesn’t “fix” Mosaic, it just destroys it completely (and what rune is used is irrelevant when talking about an utterly broken item). If they were to go that route, they’d better remove it completely.
The issue with Martial Arts is that the charging process is unreliable. With many monsters having significant block chance, and the to hit calculation being easily below 95%, you need to micromanage intensively the number of charges you have before discharging.
If you add a layer of randomness on the discharge process, you simply double the issue.
In order to fix Mosaic, you need to solve 3 issues, without adding a layer of randomness :
Ideally, there should also be a lower level version of the runeword, in order to avoid having the build only available at end-game.
