Use the in-game FPS limiter and bring it down to 60, see if that helps. If it works fine, crank it up to 90, try again.
Stuttering is often a sign that your card is thermal throttling which involves the card automatically downclocking itself to prevent damage.
IMO the game plays just fine at 60, which is what I use with my 1080Ti. The OG plays at 25 fps, so keep that in mind. First Person Shooters on the other hand? No less than 120 FPS.
tried that i can easily hold 75 gpu isnt hot as i only played for 10 minutes if even that long
i randomly drop to like 25fps for a few seconds then fine for a bit then nonstop stutters
Does it stutter if you’re standing still in town? Or does it only happen as you’re moving?

yep yep like i said originally yes to all the normal stuff drivers ssd more than enough ram etc
Download and run HWmonitor while playing the game.

Check for any abnormally high temperatures on your graphics card as well as your processor.
HWmonitor should report if the card is thermal throttling with a “1”.
Faster graphics cards do make the rest of your system have to work harder.
I can guarantee its not temps no matter how “hard” my pc is working its not going to overheat in less than 1 minute i can go into the far oasis and walk around and spike from 75 fps perfect no drops at all to 25 then back to 75 no issues at all
Just trying to offer some help. Without the PC in front of me, all I can do is pure guesswork. I’ll stop offering my thoughts if you wish.
One other thought: If you have G-sync on your monitor, try disabling it.
I suggest you to mess with the graphic options, you may have one of them causing issues. Start by setting everything to low/disabled, see how it goes, if fps get stable…increase one setting at a time and check your fps between each options.
