I thought I heard something about the runewords being made available for offline play as well. I tried forging a Steel runeword using a superior mace to no avail.

Unfortunately, even though scepter says it is a mace class, it doesn’t actually count as a mace.

Oh, so Mace Mastery works with scepters, but runewords are where Blizzard draws the line? Lol.
Yeah. To be honest it threw me off as well. Googled it and found some old threads saying scepters just don’t count as a mace for runeword.
It gets a lot better. LOTS of “mace class” weapons don’t count as maces as far as runeword creation is concerned. There are hammers and clubs as well. It’s STUPID.
