I found it completely compelling to ask for Rune-Word books in the Arcane Sanctuary. Where you find the letter of Tal-Rasha’s Tomb. You should also have access to some books that give rune-word recipes and item roll parameters. Normal could have rune words up to so high. Nightmare and then Hell have all the rune words. Perhaps have a few runewords still hidden, But, they should be findable in game somehow. Like dropping off the Cow King in Hell Difficulty. A little page with rune words. Or just have them all at the arcane sanctuary at Hell Difficulty.
interesting idea, I thought maybe when you get the black book in Act 3, Cain like “translates” some of the info and gains X difficulties runeword list, that the player can look at in game.
But mainly being able to get the information in game, correct would be great.

It’s called the Arreat Summit … it has the runeword recipes there, all you gotta do is google and read, imagine that … can even print out if wanted to …
