Everyone wants to reach level 99 but from level 70 on there is an experience penalty that reduces the amount of experience you get. It drops to 95.31% at level 70 and to .59% at level 98! The experience penalty is causing players to quit because it makes leveling intolerable to them.
It doesnât cause player to quit. Majority of ppl just accept 90 is the max they eill ever get and slow grind from there.
There are virtually no builds that arenât viable unless you hit 99. Most builds can be fully worked at lvl 85, a few you need 94 to fully max them out. Getting to 90 is not hard, even 91 and 92 can be achieved just farming a bunch of stuff for gear pretty easily.
The xp penalty really doesnât kick in until you hit lvl 85 â getting to 85 can be done pretty quickly, then things slow down a bit but still quite doable to hit 90. This isnât D3 where you hit max level in 20 minutes running T6 with a bumper. Embrace the âgrindâ.
Open notepad and type âI winâ into it if it matters so much to you.
Thatâs just Diablo 2. Few people ever reach 99 on any character. Itâs an optional achievement mainly for bragging rights, not required for anything.

If you want to lobby for 1.09 XP then go for it.
OP sounded like someone coming to the game with an MMORPG mentality that you should be hitting max level with all your characters before âendgameâ or whatever starts. If you come in with that mentality, then yeah youâre in for a rude awakening. So donât expect to hit 99 unless youâre a masochist. Most people know the drill with D2 so Iâm not used to seeing people complain.

No it doesnât.
You could say the same thing about paragon levels in D3 ânobody can easily reach paragon 100000â and it still would hold no ground.
So as a person who bought the original game at launch with my dad, I cannot now dedicate the same amount of time to grinding my 60 all the way to 99. Not with a wife, kids, and a 40-60 hour a week job. Now I just try and put in about 30m to an hour, here or there. I still enjoy the game though, even if Iâm a total newb at grinding now. I will admit, the Chant bots of d2Classic were a big help last few years.

Maybe they could could stop dying instead? If you cant keep your char alive, you are not worth leveling to 99.

Play Singleplayer and edit your char to insta 99 if that makes you happy.
no one is quitting the penalty isnt harsh until you reach the high 95s. It isnt the gameâs fault that you died. Its yours. Stop dying to garbage and improve your build
The problem isnât the penalty itself. Itâs the secondary scaler that is applied past LV 70. Blizzard added the secondary scaler in 1.09 to slow down the massive group fed EXP. Problem is it decimated leveling speed for anyone solo. It should never have applied for solo games, and realistically could stand a modest reduction in group games, especially now that ladder seasons are going to be three months long, which is too short for even a 24/7 solo bot to get to 99 (assuming no deaths of course).
Taking so long to get to 99 was never a fun aspect of the game. And some builds (bowazon in particular) really need those final points for any reasonable progression in Hell due to the immunity problem. Blizzard is making a massive mistake if they leave that secondary scaler in place, since you already basically have to bot to get to 99, only now it will be mandatory to do so. ~4000 Baal 8-player runs (this is just for 98 to 99!) arenât something players can readily sit through, and with the way the lobby is (not) functioning for game searching due to sharding to different IP clusters within each region, the pressure to bot only gets worse with a pathetically short ladder season.
Not everyone, I have made 99 in the past and that is something I can live without, it is not needed for anything in the game. If bored doing the same thing over and over? Delete a mule then make a new build. Let folks with no life at all and tenacity that tops a water bear have that achievement to bear. Anyone that does stick it out do it because it is hard.

Agreed, this game isnât D3 and you can complete builds then make new characters to do the same thing all over again with the new character.
Reaching level 99 is not important because the small gains for attributes and skill points are so small it wonât make much of a difference when you complete your build which happens before level 99.
