It’s in the game. You have to set it manually in the Gameplay section of the preferences panes. It’s controlling toggle is directly beneath the toggle to enable Quick Cast. Be warned though that toggling this shows all bound keys, whether they are used by quick cast or not. A more streamlined approach would be to only show the icons for skills specifically enabled for quick cast, but since it’s currently all or nothing, it shows them all. Hopefully that gets refined in a near future patch to reduce lost screen real estate.
You’re the one misreading things. It’s in the game. The visual toggle for keybinds above the primary skill bar isn’t for quick cast specifically in its current form, it’s for all binds, and as I noted, it is in fact in the game. The person you quoted, twice now, is correct in how quick cast actually works. You are not. It works exactly as he describes: you set a keybind of your preference to a skill, and when the quick cast toggle is enabled, pressing that button will cast the assigned skill (temporarily overriding your RMB skill icon for a split second to indicate you’re quick casting a skill) and then you instantly regain use of the RMB again to cast the skill that was occupying it before you used a quick cast ability.
Note: There is also a bug where using quick cast with any ability will stop movement. You have to click-hold to move again after the quick cast ability fires off. There is also a secondary bug wherein if your quick cast skill has a cooldown and fails to successfully cast for any reason, you trigger the skill’s cooldown even if it didn’t go off. You can cast it again via the regular keybind > RMB method, but if you try the quick cast method, that skill will fail to activate until its normal cooldown period is over.
Right there in the patch notes. Not automatic. Requires being enabled.

Tias highlighted the relevant paragraph from the blog article, and I posted the link to the full article when you essentially called his post fake news.
The article was posted on November 18, and a link to the article was pinned to the top of the General forum at 1pm EST on November 18.
The relevant paragraph in that article says we’ll need to enable the option. Anyone with two brain cells would interpret that as “manual.”
You seem to be the only one struggling with that.
The patch notes, which are also pinned to the top of the forum, tell us where to go to enable the option.
You do NOT need the word “manual” in order to grasp that what they are telling us is that we need to manually enable the option in game settings, unless you are a simpleton.
I love how you’re not only NOT using the patch notes to prove your argument, but also Trying to tell me that this random article, is supposed to known and read by everyone. That isn’t how it works there…
Furthermore the blog or article is nothing but preliminary which means no official decision has been made and it’s just talk so it has no actual substance or worth.
The current patch notes are the only thing that matter so it’s irrelevant what is in the blog. the bottom line is this, The devs didn’t mention anything about this having to be manually turned on anywhere in the current patch notes. “Players can now enable…” means that we have to manually switch the option on, in the game settings.

i would suggest not responding to stanner and just flagging his posts he is just trolling and spreading misinformation to get a reaction out of people he has quite a few accounts he does this on.
easy way to fix this issue is use left and right mouse buttons to replace scroll wheel up or down and D and set the scroll wheel you didn’t use on left/right to D then turn on quick cast same number of spells no need for the scroll wheel assignments.
for instance blizzard on right mouse button, fireball on left mouse and firewall on D then use quick cast and you will always have them on left and right when not using another spell.
