Will we be able to roll over our current season characters to D2:R or are they stuck in the old game.
Unfortunately, at this time they will not be transferable. Only single player. I know it sucks, I have godly toons that I love but will not be able to play on the new engine 
D2 an D2R are separate entities. You will only be able to copy SP characters between one another.

and in the grand scheme of thing it’s the best decision possible.
OG diablo 2 is flooded with duped and botted items.

Only SP, as someone else said, but never your realm chars, and quite rightly.

i did too , but eh fresh start isn’t bad , we are used to it with ladder and it’s great in my opinion , it makes for a longer longevity of the game overall as everyone (except single player offline) would start from scratch.
and it would get rid of every botted and duped item to make a clean economy (atleast at the start)
Moreover , If we would have been able to keep our already equiped char , many wouldn’t play diablo 2 R for long and newcomers would feel like low class citizen compared to already equiped players even at day 1.
it’s the only possibility for diablo 2 R to live long.
Fresh starts are vibrant and exciting, the best times in D2 I think.
i think so too , it’s why i love ladder and will always love it , even without ladder-only item. 
the only thing i don’t really like is the 3 months instead of 6 months , but that’s my opinion.
