when u opened up the quest screen after completing a quest" and it makes the “completion noise” and spins and greys out, if you try to select another quest it will flicker and continue to read “this quest has been completed” until the animation complete and the quest fully greys out… and which point you can again read the status of other quests

I can confirm I am seeing the same behavior.

I also see this and would like to add that in OG D2 it also opened to the current act you were in, not what you last had open.
