There are two ways of looking at it, one happens to be against decades old established forum/BBS etiquette.
Blizzards inaction on the issue however grants some leniency.

suddenly today my character got ban chat, and i didnt speak with someone in game
just post forum
what happened? i have screenshots of log chat in game, 3 times tells me that message and im not able to write

It looks like one of those is that 
chat randomly stops functioning all together.
Try logging all the way out of D2R and bottle-net. If that doesn’t fix it, chat just won’t be working for an indefinite period of time. Pre-Alpha levels of failure.
