28% To Cold Skills Damage (+15-30%)
31% Lightning Resist (+25-40%)
37% Fire Resist (+25-40%)
EDIT - It’s 28%, not 25%

probably can get ohm… i sold my 26 cd for 7 ist plus some other things
A perfect cold skill dmg DF with mid range resists would go for 1-2 Ber depending on buyer, so I would say this may be a little under a Ber, like Sur to Sur Lo.
This may have changed recently.

It’s actually 28%, not 25% 
I like the valuation there. Perfect cold and perfect res (or near perfect res) being worth exponentially more.
