I found a pair of gloves, nothing super special,+1 to passive zon skills but they do have 20 IAS and some other non fancy stats but they have the level 4 weaken curse with charges. Are gloves with basically 20 IAS and weaken charges worth anything?

Not much there are better options. They are not plus to javalin or bow skills which are more desireable. Llikewise weaken isnt the best curse if you have something else. Still if somebody wants them. You would be looking at a fal to a ko rune.
