I tried to search for a low/medium one once. The price was Vex+. Don’t know about higher one though.

I have no idea whether it is used by smiters. Kicksins and Frenzy barbs can definitely use it.

Stormlash is expensive because Horizon’s Tornado, another unique Scourge, almost always drops instead. While the Scourge may have an Ilvl of 76, Stormlash has a qlvl of 86 so only monsters at or above level 86 can drop it. It’s also a best in slot item for a few Uber builds.
Personally I think Ist would be the absolute bottom for it, and perfect stats would be worth multiple high runes. Ethereal is also pretty good for it, depending on the stats.

Paid Vex for mine, mid, but in december, now maybe cheaper. Rarely dropped, a perfect one Ohm+ maybe,
Its best in slot for kicksin in my experience
